Uhm, no, the site is slow because they did some upgrades and something broke. The lack seeding has nothing to do with the maintainers of the site since it's the users who do it.Also, they don't have to pay anything yet, they have appealed the verdict and are waiting for a new trial or something like that. This is actually kind of old news...
