Unsure about going online, etc..
But think that if your rar isn't shwoing data, it could be corrupt? Have you tried re-downloading?
I'm seeding this at 150% and one person of the total 20+ DLs are seeding.... :c

If you've downloaded it, you should automatically be seeding, but to change the settings to seed a bit more, on the bottom right of uTorrent, right-click on the "U:xx.xkB/s T:xx.xkB/s" and choose how much bandwidth you'd like to seed, unlimited shares it at full speed.
If you have a slow internet speed then I wouldn't recommend going over say 75 as this may slow down your internet speed considerably..
