Solution: open the .exe with 7-zip (right-click: open archive) go to '$TEMP' directory and execute/extract (double-click) 'setup.exe', that's the D7.2 installer.
You wanna get rid of 'jre_setup2.exe' from memory in case you already used the original file with 'Task manager' (right-click on 'Task Bar') & your 'Temp/Tmp' folder in your profile and 'Windows' directories.

Sorry, but whenever i start it up my 'debugger' does not work or it fails to set the debugger and if I get past that bit then it will say 'unable to rename "Delhi7SE\Bin\delphi32.$$$" to Delhi7SE\Bin\delphi32.dro"' what should i do???? PLEASE HELP ME!

If you have problem with debugger run delphi as administrator. Other than that it is working.
