Harald Edelstam tillträder sin post som Sveriges ambassadör i Chile. Han tar öppet ställning för den folkvalde socialistiske presidenten Salvador Allende och engagerar sig i flera av landets sociala projekt. Men en dag förändras allt. Militären, under ledning av Augusto Pinochet, störtar Allende och inleder en blodig klappjakt på sina politiska motståndare. Hundratals aktivister förs till Nationalstadium i Santiago, där de torteras och avrättas. Med risk för sitt eget liv, utnyttjar Edelstam sina diplomatiska befogenheter till bristningsgränsen och utfärdar politisk asyl till hotade aktivister. Men den kontroversielle diplomaten spelar ett högt spel. Mitt i kaoset inleder Edelstam också en kärleksrelation med den unga aktivisten Consuela.
