Had to use this to activate a _legitimate_ MCE key. It's the good old AntiWPA3. Antivirus/Windows Defender picks it up as a "threat", because obviously, it bypasses activation. However, worked just fine for me. I also have a tip for those of you stuck in a boot-loop unable to run anything:Restart in safe-mode with command prompt, and run explorer.exe from the command prompt. It will bypass the "your windows must be activated" crap and you can run AntiWPA from safe mode. After that just reboot and voila...activated.
