Fallout 3 Broken Steel + Patch 1.5 + Fomm

I've made a clean install of Fallout 3, Patch v1.5, Operation Anchorage, The Pitt and Broken Steel (from this torrent) and I have 3 problems.
1. The new perks shows up 2 times when i level up
2. No voice in the new quest after the old end of the game (but untill now the games works fine anyway)
3. Sometimes quest npc stand still while they should go somewhere, like James from Vault 112 to Rivet City (but I just save and reload and it works)
Any help? What about the "SteelIsBroken.esp"? Should i always check it or only if i have problems whitout? Cause i notice the initial messag about BS shows up two times when I left the Vault 101.

Did you install FOMM? If you did not then of course Broken Steel does not work if you do not check it! The .ESP must always be checked.

Of course i have FOMM and all the ESM checked, as I said i got the in game message about BS and even started the new quest :) My question was about the ESP, there is no such file in the other torrents. Anyway just started another game without it and the game runs fine till now, I'll see when I finish the project purity again.

Ok, playing now the new quest without "SteelIsBroken.esp" and everything is ok.
