Okay guys, I am installing it now but it was a bit hard to get through the install menu because it is all fucking giberish. But doing a lot of game installs I managed to get through to the part where it is actually installing.
Note:The default install directory that was chosen was W:\game\Need For Speed The Run I have no clue why but I changed it.
There is no instruction in included in the download.
There is no iso to mount. Once you un-rar everything you will get some .cab files, a .bin file, a Chinese text file and an exe. You don't have to extract the .bin or the .cabs as I didn't and the game is installing now. Just run the exe and try to make your way through it. Don't try doing what .Dude. said to fix the language because that wont help the installation giberish shit, that will only help the game language, plus, the registry keys that he pointed to wont be there until you install the game.
As for the crack you will see a crack.dat. What I did was opened it with WinRAR and extracted the two files that it was containing. There was a file called fix.exe and the the application for the game that is usually needed to copy over and play the game.
There is also another archive that is in the download folder with the other 18 parts of winrar except this one is not part of the extraction. ALl that is in the archive that has a hole bunch of fucked up letters and symbols in it is a url. That is all that is in that one. I went to it and it brought me to some Chinese torrent site I think. Couldn't tell.
If you have any questions just ask them in the comments and if I don't help you someone else probably will.
I will also post back in about 10 minutes and report if the game actually works.

Reporting back. The install is finished and I have copied the crack over. I ran the cracked application of the game and I got a threat detected warning. The threat name was TR/Black.Gen2 (Using AVG) and the security level is 4 red bars. I am going to allow it and see what happens.

Well it worked but I can't find the configuration file. If it is like BF3 I know where it should be. All the files are there except the one that I need to configure the graphics. It seems that they have capped the fps to 30. I am trying to get it up to 60 using D3D overrider but no success yet.

Works perfectly. Just mount image with daemon tools....then try and figure out the installer, which is prety basic, just click the buttons with the arrows on them indicating next like every other installer......Copy over crack and registry file to install directory in program files, run the registry file and there you go. Game will be in english and works 100%.

Ok for all of you who get the error "Need for Speed The Run stopped working" while trying to start the game, here's what you need to do,if you are having ATI GPU then go to this link and update your graphics drivers , this is what i did and for all of you who are having NVIDIA , go to your NVIDIA support page and find the update for your GPU drivers but this error is mostly common in PCs with ATI GPU, i had the same error and after updating my ATI drivers the game is working perfectly.. I managed a solution!
Download those 2 files that I've just uploaded:

1- Unzip/ Unrar both into the installation folder's game (dinput8.dll e x360ce.exe)
2- plug your gamepad in the usb. Run the file x360ce.exe which is in the game installation folder.
It'll open a window, look at the flap "controller 1" , it's green, showing the setup of your gamepad emulating the Xbox one. If it's necessary, configurate it. Mine was ok!
3- Important: Go to flap "options" and at "input hook" - hook mode: set "Disabled".
In "Installed Files", mark with a "X" the 3 last options (Xinput1_2.dll, Xinput1_1.dll e Xinput9_1_0.dll)
4- Go to flap "Controller 1" again and right below, set "save" and close the f*** window.
5- ) Open the game, settings - gameplay - control. Your controller will be now as a "GAMEPAD" and not as a "wheel controller" anymore. Even so, set over there the buttons, you have to do that just once, the game will save it automatically.

Open crack.dat using winrar, extract and replace the original Need For Speed The Run.exe file with the cracked .exe file and then double-click the fix.exe file !!!
