Assuming you have the entire set of files associated with the torrent intact (in the location specified by the torrent), and you are registered here, you can upload the torrent itself through the link at the very bottom of any TPB page ("Upload torrent"). It may be easier to re-make a new torrent (crediting the original by say, keeping the exact same name) and upload that.
