It doesn't work on Vista, not even with the compatibility mode.
I don't know for other windows versions

ok i found out how to change the language
1 first install the game on that Russian language
2 go to then folder named Localization on the simcity folder
3 inside there should be 2 folders call en_us and Russian delete Russian or save it somewhere else
4 make a copy of en_us folder
5 name that copy of en_us Russian and that's all
