It sounds like Neil to me. It just sounds like a very young Neil Young who hasn't found that 'After the Goldrush' and 'Harvest' sound yet. The Man's written songs in almost every genre of music possible, this is just an early collection of sounds he created that differs greatly from his most successful stuff.
Or Maybe it's not him?! Was this officially released by Neil in 1992?

Sorry only joe but you're full of shit. I don't know who this is but its not Neil. Nice music for sure but the guitar playing and singing are both not even close stylistically to Young. You should change your heading on this to whoever it really is.

Thanks.. Funny how Neil always speaks his mind about Mp3 quality, and at the same time he is making so horrible videos. I mean the idea is great, but the quality of those vid's?? Awfull!!
It stops all the time, and i could have done it better with my old camera in my old lousy cellphone...
