what is this specifically? is it just a cross reference list of appearances by whatever character, or something else? Do you need anything else to use it?

I don't want to presume to speak for Dimlan, but I think I can give your answer.
What he's been doing, these last 85 discs, is essentially to provide a sort of reading order for the Marvel Universe, based on that universe's chronology. Basically, you're reading Marvel as it happened- with guest appearances, crossovers, and cameos all in the proper order.
These are all readable issues, using the CDisplay comics reader format (google it, the download's free).
As I understand it, the Marvel Chronology Project ( ) serves as the template for the reading order, though Dimlan adjusts if their suggestions seem off to him.
This isn't everything Marvel has published- books set in the past, like Sgt Fury or The Invaders aren't included. Neither are romance books like Milly the Model, or Westerns like Kid Colt, Outlaw. The focus is on the superheroic world of Marvel. As such, it's a decent way for folks to read some great older stories in context.
