Says map is locked. I can't get this to work on my unit

When I load this file using MapSetToolKit the result is that Garmin Mapsource will not open, and I get an error file which I am instructed to email to Garmin (no can do). Anyone got a solution? I assume the trouble lies in the fact that the mapset is not registered.
