XP Home OEM, no service pack and image is bootable. Working with SLP keys.
Tested and Confirmed.

The Del OEM SLP key is imbedded in the BIOS that must recognise the %OEM% Windows Batch File (.BAT) and then authenticate to OEM .inf file.
If they don't match. on boot rest F2 will come up or whatever.
Check how old your BIOS is and if there were latter updates.
