I am no expert, but the notion of planned starvation is logically implausible. However, around 4 million Germans did die after the war from lack of food and hypothermia (the Winter was one of the worst on record). There were many deaths in POW camps (where food was supposed to be available in at least in basic quantities) - this sometimes happened because British & US soldiers were disinclined to hand out rations. In one camp (not far from Remagen), the prisoners were eating grass and expiring from malnutrition whilst their allotted foodstuffs were in plain sight just outside the wire fence of their compound. It would have taken a gigantic conspiracy involving an army of plotters to orchestrate deliberate mass starvation - but the harshness of the weather, the problems of moving vast amounts of supplies to a near-empty nation, Russian time-wasting measures and some instances of ordinary soldiers taking vengeance on POW's and civilian prisoners all combined to cause the tragedy.
