CT puts out an official torrent, but it's the whole DVD (~5 gigs), plus a text file bashing the Rifftrax folks for movie selection and some other stuff. I think they're both funny, but I don't care for the conduct of the people at CT.

Actually there is no official Cinematic Titanic torrent and the anti-rifftrax stuff is added by a third-party.

If I understand correctly, you are asking how to burn this to a DVD? The program I like is called Power ISO, and you can find a torrent for it here on TPB. There are also others.

Frame rate of file is 25, and it shows. Should be 23.97 or 29.97 (American). Caveat emptor.
