first unrar the part files with winrar.
then unrar the ace file (everything else will extract along with it)
run setup.bat
wait, a bit ( took me about 5 minutes on a old 2ghz p4)
ran setupreg (dunno if it did anything)
attempted to apply the provided official patch ( failed, something about missing / invalid registry info)
ran speed.exe
game ran fine (played a circuit /sprint)
Scanned with updated Eset Smart security, nothing malicious found.
