Here's the problem with .rar files. 20+ peers all with 98.8%. No active seeders. If these were mp3s the files would be playable and the missing part(s) might amount to less than a stutter in 1 or 2 files.
Does anybody know of a program that will extract an incomplete .rar file?
Or, even better, maybe a seeder will log in for a couple of minutes.

A free program called ExtractNow will extract incomplete .rar files. Worked for me, although it gave an error message at the end. WinRar is reported to do it, too, but I don't have that program. 7-Zip (my usual choice) won't.
