To play the game in english language
Find your GTA IV installation folder and open it
Open Common folder
Open Text folder
You should see a few .gtx files including russian.gtx and american.gtx
Rename the russian.gtx to american1.gtx
Rename the american.gtx to russian.gtx
Then rename the american1.gtx to american.gtx (The reason I did it that way is because you can't have two file names the same in the same folder)
