I think one or more of the trackers included in the .torrent file are dead.
I just tried
and I got 4 seeders and 3 leachers and working fine.
Use a client that rotates trackers automatically or switch to the above tracker and it should work.
I assume that you are forwarding your bit torrent port to your router and your firewall is allowing traffic on the same port.
I hope this helps as I can't think of anything else.

jekyllcat, the same thing happened to me. The reason is because the default filename this particular torrent tries to use is too long. Simply shorten the destination folder in your torrent application or if possible the destination file and you'll be able to use this torrent.
