Ish_mael - a response for you, nearly a year later - yes, it's in English, just a strong regional dialect known as Mancunian (for the very few uninitiated, it's set in Manchester, England).
I used to work in the estate where it's filmed and as funny as it is, it's as much a documentary as a drama! I live 4 miles south of it nowadays, but still miss the grime and the chaos of Ancoats and Miles Platting :-)
