All i have done:
1. copied theese files into game dir
2. change "gta4.exe" launchgta.exe" compability to win 2000 ( i dont know if it fix smth but i have done this)
3. Unchek Gta and rockstar social club in windows firewall or just unplug your internet ( for dumbs :D)

Fixed the cam and Savegames
Right click on GTAIV.exe
Properties.
And run it in Win2000 compatiblity mode.
Do the same to the Social club exe...
The cam will stay FIXED
If it`s not.

And still set the exe`s on compatibility.
all results are positive 8 hour+ ( so far )
