Freeware is allowed on the Pirate Bay.
You can exercise your rights not to download if you don't like it and if you are not downloading you certainly have no place commenting let alone complaining.

If you don't like it, no-one is making you download it.
If no-one downloads it, no harm is done. If it is downloaded then people want it. There are no other criteria. Also, the fact that it has 19 seeders as I write this suggests that at least 19 people thought it interesting enough to download and that is reason enough to upload it.
