Got this to work on win7x64. I am obviously no expert, but it works so..
downloaded , which should be done anyways.
unrared to foler.
Installed.
Then unrared 4000 to same folder, replacing (not merging) content. Installed in separate folder.
4000 now works.

Okay everyone, here's how to get it working in a 64-Bit Windows OS like Windows 7 or Windows 8 :
1) Download this torrent
2) Download this update manually :
3) Open the file you downloaded with WINZIP or WINRAR (Yes it is an EXE file but it will open with those compression programs) and extract the file within called "NCLEX-RN4000.exe" to the same directory where you have downloaded the torrent above (meaning same program folder)
4) Now double click on the "NCLEX-RN4000" file and vola! It works :)
