you have to have the eboostr service started!
check if you have the EBstrSvc.exe running in the task manager.
if not: start - run - services.msc and find there the eboostr service, set it to "automatic" and start the service...
if yes, try to reinstall the app using standart setup and then just replace the old (or non patched) files with those in this archive.
btw, dont forget to restart your computer after install...
