The quality is actually very good, a lot better than you would expect from a file of that size.
I guess South Park compresses easily.

Yeah, when I say 11% I mean specifically the file size. The resolution of the video is actually the same as the original. South Park is made up of frames that mostly don't move, so it is easily compressed by the x264 codec.
