If anyone stumbles across this on a Google search, I will confirm that it just works right out of the box in VMWare Fusion 7.
You have to create a new VM called "Mac OSX Leopard Server 10.5.8" but don't boot it yet.
Quit VMWare Fusion. Find the new .vmwarevm virtual machine, right-click, Show Contents.
Copy all the files from this torrent into that location.
Restart the virtual machine. It will ask if you moved or copied it. Just hit "I moved it." Machine boots like a charm. The username is mac, the password is macosx .

A few other notes:
The serial number that was embedded into this VM has long since expired. Therefore, none of the actual services will work until you resolve this.
