Have no idea if this is anyone's d/l problem, but don't leave your up-speed at 100% of your bandwidth. There's no room for overhead messages to the peers you're downloading from, and your d/l speed will drop to garbage.
60%-70% is ideal, and if you seed after downloading, it will be more than enough for the swarm.
