What i did ( worked )
Clean install ( online )
Canceld the release check
Copied crack
Started Social club
Pressed Play on Social club
Played yesterday for hours and hours and still worked no shaky camera.

Cilalex. There is an idea about passing command-line parameters with Launcher..
first of all - rename game exe (not launcer) file into something else (also exe). After that create BAT file with command-lines you need.
After that - download any BAT to EXE compiler, transform this BAT into EXE, and rename it as original exe.
It need to be tested - I have no GTA4, so try it.
Will be great if it helps.

Every crack ive tried has the same results, when I start RGSC a error window comes up and askes if I want to send report or not :\
EventType: clr20r3 P1: rgsc.exe etc.

Command-line solution:
"Create a text file called commandline.txt in your main GTA4 directory, then put the commands you want in there, all in one line. with the leading dash. For example -norestrictions -novblank"

Jujimufu: try to start Social Club with its own launcher in c:\program files\rockstar...
I had problems with this too but it worked with it's own launcher.

Plz i would so appreciate it. I have tried almost all the cracks released i think, and in everyone of them there is this common problem that has been fuckin tearin me apart, waited for this game for soo long. nywayz, its the last step.
what i do: doesn't matter what crack or launcher (common problem as i said), open social club, skip login (if i press create new acc. nothing happens), then when i press play, I GET THIS FUCKIN LINK -.- that i have to visit ''In order to play GTA IV''
