To clarify the needs, you should have the original (unaltered) version of 6.5.1 executable, not the one that is included in the two torrents of the game over here. If you have it, then it's excellent.
I'm using uTorrent, but generally every client has similar functions and requires the same data in order to upload a torrent.
First you should compress the file (supremeruler2020gc.exe) to make it smaller, although it's not a crucial step in order to upload it.
Start your torrent program and open the "File" menu. From the menu choose "Create new torrent.." (or similar option, if using other than uTorrent).
A dialog screen pops up that requires you to choose the file or directory that you wish to upload AND tracker address;

Click "create and save as.." (or similar option) and verify the name for the file. Now you have a .torrent file for your upload.
Now access http://thepiratebay.se/upload and add your newly created .torrent file to where it asks for "torrent:". Browse the file. Choose category for it (Games - PC). Type a description for the file; it would be good if you let the others to know that the file is unaltered, with all the copy protections still in place.
At last type in letters from the verification image and click upload. Leave your torrent program open to seed the file. If it's not visible in the active torrents, then add the .torrent from the file menu.
Hopefully there was no mistakes in the tutorial.
