Use XeXMenu FTP.
purchase Xecuter or Datel XSATA Hard Drive Transfer Kit.
Connect the 360 drive to your pc and put the dlc in the Content\0000000000000000 folder.
Or use xexloader and transfer it from a usb stick/drive directly to the drive.
