There are a number of commercial products that have generic house "plans". They are very low priced. Actually the commercial products are not really house "plans". They are very basic layouts without much needed detail. A real plan for building includes all dimensions, details, specifications and other necessary data necessary to actually build a property. The commercial "plans" that are often for sale do not have anywhere sufficient data except to get a concept of the general layout. These plans are just the top level generalities that are used to sell the real "blue prints" that are required to get an approved building permit.
The quality documents often require an Engineer's or architects seal for authenticity and insurance purposes of liability. The real working drawings are extremely expensive and only a few of them exist on the WWW or even in the torrents. These better documents should be in a CAD format that can be modified in real world scale and reflect each standard requirement such as roof bracing, foundation requirements, plumbing sizes and electrical power and branch wire runs. All that is still only the tip of the iceberg needed when building a property properly.
I am guessing that "the Essential House Plan Collection" probably is not the good ones, but the sales presentation consumer oriented material that is so commonly used by builders for sales purposes.
