Figured it out:
First Download the latest version of the Control Panel, 1.72, from the website (this parts easy - google. Its on ScoreHero.com).
Then Run it bla bla bla. Go to File > Open Game Settings > GHIII(Language). Now from the Setlist Configuration Tab set the SETLIST to Downloads (currently set at Single Career). Now all you have to to up the Top Menu is go to Add>New Tier>TGH Import. Do this for all of the TGH packs in this torrent.
Now click APPLY SETLIST CHANGES and go to FILE>EXECUTE ACTIONS. Launch GHIII.
There is now a NEW MENU ITEM called CUSTOM OPTIONS. Click it and go to the setlist Changer. Change Downloads from "NO FORCE" to DOWNLOADS and save your settings.
That should hopefully be it. Have fun.

If that didnt work revert the Game Settings from the Control Panel. Follow the same steps but you should now have all the DLC tracks on the Left Hand Menu where all the songs are - Drag and drop these into the Downloads Setlist and change the # of unlocked tracks from 4 to 52. Apply Setlist Changes, Execute and follow the ingame instructions per my last post.

Hey guys, here's how you use these .tgh files.
1) Install Guitar Hero 3 (IF YOU PIRATED THIS, DO NOT REPLACE GH3.EXE YET!!)
2) Download and run the Guitar Hero 3 ver 1.3 patch. (This patch does NOT work with a cracked GH3.exe, wait to patch the game before cracking it ;)

3) extract and run GH3 Control Panel
4) File > Open Game Settings, then click "yes"
5) Add > Tier > TGH Import > open the TGH files you want added
6) Apply setlist changes
7) Rock out!!

@juiceh Is there any chance you could add the Velvet Revolver pack to this aswell. I know the console versions consist of:
'She Builds Quick Machines' from the album 'Libertad'
Slither' from the album 'Contraband'
and
"Messages" from the album 'Libertad (Deluxe version'
